Finjan's scanning technologies inspect the application-level traffic that might carry spyware, and analyzes the behavior of the code itself - before it begins to run on the target computer. Packet inspection products, such as IDS and IPS, cannot detect the behavior of spyware applications because they never "see" the web page -- they only see individual packets.
